Localisation

I'm in the process of localising an application and have run into a stumbling block; the buttons on the Wizard (back,next,cancel,finish) are inaccessible and hence untranslatable.  Is this by design?  Perhaps I am missing something if it is meant to be automatic based on Windows locale; when deployed on a foreign-language version of windows, I don't get localised versions of those buttons, just the default english text. 

Suggestions?

The text on all buttons is exposed through properties: NextText, PreviousText etc. Those properties are fully localizable.
